The procedure for ensuring the priority of the patient's interests in the provision of medical care in the State Medical Institution "Sanatorium".»

1. General provisions.The subject of regulation of this Procedure (hereinafter referred to as the Procedure) is the organization of ensuring the priority of the patient's interests when providing him with medical care in a sanatorium. This Procedure is developed in accordance with:

  • By the Law of the Russian Federation of 21.11.2011 N 323-FZ "On the basics of public health protection in the Russian Federation";
  • By the Law of the Russian Federation of 29.11.2010 N 326-FZ "On compulsory medical insurance in the Russian Federation";
  • Law of the Russian Federation of February 7, 1992 No. 2300-1 "On Protection of Consumer Rights";
  • By the Decree of the Government of the Russian Federation of November 12, 2012 N 1152 Moscow "On approval of the Regulations on State control of the quality and safety of medical activities".

In accordance with Article 6 of the Law of the Russian Federation of 21.11.2011 N 323-FZ "On the basics of public health protection in the Russian Federation", the priority of the patient's interests in the provision of medical care in the sanatorium is implemented by:

1) compliance with ethical and moral standards, as well as respectful and humane attitude on the part of medical workers and other employees of the sanatorium;

2) providing medical care to the patient, taking into account his physical condition and observing, as far as possible, the cultural and religious traditions of the patient;

3) providing care in the provision of medical care;

4) organization of medical care for the patient, taking into account the rational use of his time;

5) providing comfortable conditions for patients to stay in the sanatorium;

The provisions of this Procedure apply to the organization of work to ensure the priority of the patient's interests in the provision of medical care in the sanatorium.

2. Responsibility for the organization of work to ensure the priority of the patient's interests in the provision of medical care. 1. By order of the director, the following are appointed:

1. Responsible person for the organization of work to ensure the priority of the patient's interests in the provision of medical care in the sanatorium.

2. Responsible persons in structural divisions. Responsible persons specified in paragraphs 1.1. and 1.2. of this section in their activities to organize work to ensure the priority of the patient's interests in the provision of medical care:

  • are guided by this Procedure;
  • receive appropriate training (training), organized directly in the sanatorium, at least once a year;
  • interact with each other on the organization of work to ensure the priority of the patient's interests in the provision of medical care in the sanatorium.

3. Responsible persons for the organization of work to ensure the priority of the patient's interests in the provision of medical care in the sanatorium as a whole and in the structural divisions should know:

  • requirements of the Russian legislation and other regulatory documents to ensure the priority of the patient in the provision of medical care;
  • rights and obligations of the patient;
  • rights and obligations of the sanatorium administration;
  • rights and obligations of the attending physician.

4. Responsible person for the organization of work to ensure the priority of the patient's interests:

  • provides placement and, if necessary, updating of the information necessary for the patient about the priority of the patient's interests in the provision of medical care on information stands, the official website and other information resources of the sanatorium;
  • organizes the study of medical professionals and monitors the knowledge of the legislation of the Russian Federation in terms of ensuring the priority of the patient's interests in the provision of medical care;
  • provides control over the state of work in the sanatorium to ensure the priority of the patient's interests in the provision of medical care;
  • develops and, within its competence, implements measures aimed at ensuring the priority of the patient's interests in the provision of medical care in accordance with the requirements of current legislation.

5. Responsible persons for the organization of work to ensure the priority of the patient's interests in the provision of medical care in medical departments:

  • provide placement and, if necessary, update of information about the priority of the patient's interests in the provision of medical care on information stands in their department;
  • provide control over the state of work in the unit to ensure the priority of the patient's interests in the provision of medical care;
  • develop and, within their competence, implement measures aimed at ensuring the priority of the patient's interests in the provision of medical care in accordance with the requirements of current legislation.

6. The responsible persons specified in point 2,3,4,5 of this section are responsible for the organization of ensuring the priority of the patient's interests in the provision of medical care in accordance with the requirements of the current legislation.

3. Organization of ensuring the priority of the patient's interests in the provision of medical care.

3.1. Organization of informing patients about ensuring the priority of the patient's interests in the provision of medical care In order to inform patients about ensuring the priority of the patient's interests in the provision of medical care in the sanatorium, the following activities are carried out.

3.1.1. On the main page of the official website, in a separate block entitled "Priority of the patient's interests in the provision of medical care", information is placed on the priority of the patient's interests in the provision of medical care in accordance with Article 6 of the Law of the Russian Federation of 21.11.2011 N 323-FZ "On the basics of public health protection in the Russian Federation".

3.1.2. Information about the priority of the patient's interests in the provision of medical care, the rights and obligations of the patient in accordance with Article 6 of the Law of the Russian Federation of 21.11.2011 N 323-FZ "On the basics of Public Health Protection in the Russian Federation" with reference to this law is posted on special information stands:

  • in the reception hall;
  • in the lobby of each structural unit.

3.1.3. The main page of the official website contains links to the Territorial Program of State guarantees of free provision of medical care to citizens. The full-text version of the specified Program is placed on information stands. The program should be available to medical professionals and patients in each structural unit.

3.2. Ensuring compliance with ethical and moral standards, as well as respectful and humane treatment on the part of medical workers and other employees of the sanatorium.

3.2.1. In order to ensure compliance with ethical and moral standards, as well as a respectful and humane attitude on the part of medical workers and other employees of the sanatorium, the following measures are implemented::

  • appropriate training is provided for medical professionals and other employees at least once a year;
  • all complaints received from patients or their legal representatives about non-compliance with ethical and moral standards, as well as about the facts of disrespectful and inhumane attitude on the part of medical workers and other employees of the sanatorium are subject to a thorough internal investigation, and if they are confirmed, they are subject to analysis in the department where these facts are admitted.

For each confirmed fact, material and disciplinary measures are taken against the persons who admitted them in accordance with the current legislation.

3.2.2. Medical care is provided to the patient taking into account his physical condition and observing the cultural and religious traditions of the patient, if possible.

3.3. Ensuring the provision of medical care to the patient, taking into account the rational use of his time In order to ensure the provision of medical care to the patient, taking into account the rational use of his time, the following measures are implemented in the sanatorium.

    3.3.1 Medical care is provided in accordance with the standards of medical care and the procedures for providing medical care.

3.3.2. When providing medical care to a patient in a hospital setting, diagnostic, therapeutic, rehabilitation and other measures are carried out taking into account:

  • compliance with the established waiting times for planned medical care;
  • of the current medical and protective regime. 

3.4. Providing comfortable conditions for patients ' stay in the sanatorium. In order to ensure a comfortable stay of patients in the sanatorium, medical care is provided:

  • in accordance with the current sanitary standards and regulations;
  • in conditions that meet the requirements not lower than those provided for in the Territorial Program of state guarantees of free provision of medical care to citizens.

3.5. Creating conditions that allow the patient to visit the patient, taking into account his condition, compliance with the anti-epidemic regime and the interests of other persons working and (or) staying in the sanatorium. In order to create conditions that provide the opportunity to visit the patient, taking into account his condition, compliance with the anti-epidemic regime and the interests of other persons working and (or) staying in the sanatorium, the following measures are carried out:

  • the necessary conditions are created to ensure the possibility of visiting the patient, taking into account his condition;
  • the time of visiting the patient by relatives and the length of stay with him is agreed with the attending physician, taking into account his condition, the chief physician and the director of the sanatorium.

4. Interaction on issues of ensuring the priority of the patient's interests in the provision of medical care.

4.1. In order to ensure the priority of the patient's interests in the provision of medical care, the administration of the sanatorium, in accordance with the procedure established by the current legislation and other regulatory legal acts, interacts with:

  • public associations and other non-profit organizations that carry out their activities in the field of public health protection;
  • with the social protection authorities;
  • with the state service of medical and social expertise;
  • with the bodies of control and supervision in the field of healthcare, as well as other supervisory bodies;
  • with medical insurance organizations and territorial funds of compulsory medical insurance;
  • with other bodies and organizations.

4.2.In order to coordinate joint work and conduct joint measures to ensure the priority of the patient's interests in the provision of medical care, the sanatorium may conclude appropriate agreements with the above-mentioned bodies and organizations to inform the patient about their rights and obligations in accordance with the procedure established by the current legislation and other regulatory legal acts.
